In a large bowl, combine ground beef, grated potatoes, diced onion, minced garlic, egg, flour, dried rosemary, red onion, garlic, salt, and ground black pepper. Let the mixture thicken for 5 minutes.

Heat olive oil in a large skillet over medium heat. Spoon the mixture in little portions into the pan and flatten lightly. They should be about 2 inches wide and 1/2 an inch thick. Cook the fritters until golden brown and cooked through - about 3-4 minutes on each side.

Place them on a paper towel-lined plate for the excess oil to be absorbed.
Serve hot with your favorite dipping sauce such as my homemade tzatziki.
